Since August 1982, Louise Clarke has been responsible for the administrative and financial management of IEL, including personnel and an estimated annual budget of $5 million. Her major responsibilities include: grants management and reporting; organizational and project budget development; administration of personnel policies and practices and oversight of all personnel decisions; long-term planning/ongoing strategic planning; oversight of contract/subcontract negotiations; supervision of annual organizational audit; monitoring of project and organization budgets and review of outgoing proposals and reports; facilities management, including leasing negotiations and alternation and refurbishment, and selection and maintenance of all office equipment, including the LAN computer system; and liaison with the board of directors.
During her career, Ms. Clarke primarily has worked for nonprofit organizations, holding such positions as: internal operations director for the National Network of Runaway and Youth Services, Inc., a nonprofit membership organization of 600 runaway centers and youth-serving agencies across the country, where she primarily was responsible for assisting the executive director in all operations of the national office; and acting and assistant to the executive director of the Florence Crittenton Home, a residential treatment and maternity home for young women.
Ms. Clarke received her B.S. in social work from The Ohio State University and her M.P.A. from American University.
