Doug assumed the position of Director of the Education Policy Fellowship Program at the Institute for Educational Leadership in September 2005. Prior to his arrival at IEL, he served as an Assistant Professor of Political Science at the U.S. Naval Academy in Annapolis, Maryland, from August 1999-August 2005, where he taught Honors Introduction to American Government, The American Presidency and the Executive Branch, and a Seminar on the Democratic Peace.
In May of 2002 he was the winner of the Naval Academy’s prestigious campus-wide Apgar Award for Teaching Excellence, which goes to that assistant professor who has demonstrated “effectiveness in teaching the qualities of leadership, with special emphasis on character, responsibility, and integrity, through the academic environment, curriculum, and mentoring roles outside the classroom.” Among Brattebo’s scholarly publications are articles and chapters on topics as diverse Bill Clinton’s 1992-93 transition to the presidency, the politics of steel tariffs, and the Iraqi no-fly zones of 1991-2003. He served as guest editor of the December 2004 special edition of the journal White House Studies, entitled “The Presidency, the Navy, and the War on Terror.” His most recent book, co-edited with Tom Lansford and Robert Maranto, is The Second Term of George W. Bush: Prospects and Perils. Brattebo served as American Government Course Coordinator at the Naval Academy, has co-convened a national conference of presidency scholars, and continues to be a mentor of undergraduates through the Center for the Study of the Presidency.
Brattebo was born and raised in Des Moines, Iowa. He is a Phi Beta Kappa graduate of the University of Iowa with majors in Political Science and History and a minor in Journalism. He earned an M.A. in American Politics from the University of Maryland at College Park, and went on to earn a Ph.D., with a special emphasis on the American Presidency, from the same institution. In addition, Brattebo earned his J.D. from Georgetown University Law Center and is a member of the Maryland Bar.

Taryn joined the IEL staff in December of 2004. As Research Coordinator for Leadership Programs, she manages and conducts research for the Lumina Foundation in Education’s evaluation of the Education Policy Fellowship Program. Her other responsibilities include developing and implementing a broad array of activities to support the national and local EPFP sites. She also provides periodic research and analytic support for other projects of IEL including the ASCD Commission on the Whole Child and the Washington Center’s Workshops in Disability Public Policy.
Prior to joining IEL, Taryn was the Director of Programs at the National Association of Urban Debate Leagues (NAUDL) in Chicago, Illinois. Her responsibilities at NAUDL included providing professional development and technical assistance to school leaders and secondary school teachers. Previously, Taryn researched various educational issues with the Program in Afterschool Education and Research (PAER), and the Civil Rights Project at Harvard University. She also coordinated and taught a policy debate program at a juvenile detention center in Rhode Island.
Taryn holds a Masters degree in education with a concentration in administration, policy, and social planning from Harvard University, and an AB in public policy with a concentration in education policy from Brown University. Taryn is a recipient of the Brown University’s Taubman Center Award for Public Service and a member of the 2006-2007 DC EPFP class.

Kaitlyn joined the IEL staff in January of 2007. As Program Assistant for Leadership Programs, she provides ongoing administrative, logistical, programmatic, and research support to the Education Policy Fellowship Program (EPFP) in support of its national programming and evaluative work.
Prior to joining IEL, Kaitlyn served as the Marketing Coordinator for a Microsoft Dynamics marketing team in Fargo, North Dakota. She is a recent graduate of Bates College with a Bachelors degree in Japanese.
While at Bates, Kaitlyn served as the Co-coordinator of the Bates College Women’s Resource Center, where she planned various meetings and lectures focusing on gender and women’s issues. She spent her Junior Year Abroad in Kanazawa and Osaka, Japan, studying Japanese art, history, and language. Kaitlyn’s resume also includes a year studying at the American College of Norway in Moss, Norway, and several summers teaching at the Concordia College Summer Language Villages.
