The Minnesota EPFP site programming is comprised of dinner seminars, extended sessions, a day at the state capitol and orientation and year-end retreats. Two national meetings also are part of this year-long professional development experience. Participants will attend a 3-day Leadership Forum and a 4-day Washington Policy Seminar. At these sessions they will join over 200 fellows from other EPFP sites. These experiences are designed to help Fellows understand the education and human services policy process both in Minnesota and nationally, to make better use of leadership skills and other resources that each participant brings to the program and to identify import ant current and future policy issues. Program resources include elected officials and staff, agency heads, academics, representatives of advocacy groups, and other education and human services policy leaders. The goals for the Minnesota site’s 32nd year are to help participants gain a “generalist” mindset, manage complex situations and approach policy decisions in a strategic manner.
The Minnesota EPFP site is affiliated with the Department of Educational Policy and Administration, College of Education and Human Development, University of Minnesota, and has help over 360 individuals effect change in American education and human services systems over its quarter century plus of existence. Dan Loritz serves as Vice President of University Relations and also an associate professor in Hamline's Graduate School of Education. In his capacity as Vice President, he provides leadership in the areas of alumni relations, church relations, governmental relations, media relations, marketing and fundraising. As a member of the faculty in the Graduate School of Education, Dan teaches education and public policy, and legislative policy and process. Before coming to Hamline in 1991, Dan spent 14 years in various positions in Minnesota state government. He was Deputy Chief of Staff to the Governor, and Director of Government Relations for the Governor and Department of Education. He also served as Assistant Commissioner in the Department of Education and in the State Planning Agency. In addition to this state-level policy experience, he also has been an administrator in a regional education service agency and a teacher in the public schools. Dan was a 1979-80 EPFP Fellow in Minnesota.

Deanne Magnusson is a lecturer and associate member of the graduate faculty in the Department of Education Policy and Administration (EDPA) at the University of Minnesota. In addition to teaching and advising students, Deanne is the co-coordinator of the Ed.D. Program for international school leaders and the higher education Ph.D. program for a cohort of educators from Taiwan. During the academic years 2002-2004, Deanne served as Dean, Center for American Education, Singapore—a proprietary institution that offers undergraduate and graduate programs in partnership with American universities to an international body of students throughout Asia. She currently serves as a consultant to the Center for American Education. Prior to working and traveling throughout Asia, Deanne was the director of continuing professional studies for the University of Minnesota’s College of Education and Human Development and a member of the Dean’s Administrative Council. In addition to higher education, Deanne’s professional career has included metro area leadership positions in PreK-12 school and hospital administration. Her current academic interests include international education, comparative education systems, and education policy and leadership development.

Bob Poch is a Fellow at the University of Minnesota’s College of Education and Human Development in the Department of Educational Policy and Administration (EdPA) and also the Department of Postsecondary Teaching and Learning (PsTL). Bob advises graduate students in the Higher Education Program and teaches a graduate course on public policy and higher education.
Prior to joining EdPA and PsTL, Bob served as Assistant Dean and Director of Student Services at the University’s General College (2004-2006). He also served in state government for sixteen years as Coordinator and Associate Commissioner for Higher Education in South Carolina (1988-96), and as Director of the Minnesota Higher Education Services Office (1996-2004). In both states, Bob took a lead role in formulating and implementing public policies that removed barriers to attaining collegiate education. He is the recipient of the South Carolina Commission on Higher Education’s Access and Equity Award and the Minnesota Minority Education Partnership’s “Ronald A. McKinley ‘All My Relations’ Award.”
Bob’s research interests include higher education public policy formulation and implementation, academic freedom, and issues related to student access and equity. A native Virginian, Bob is a graduate of Virginia Tech and the University of Virginia.
