The NE EPFP program is drawing Fellows from Maine, New Hampshire, Rhode Island, Vermont, and Western Massachusetts. The professional background of Fellows is mixed, and includes participants from the business, education, non-profit, and government sectors. The NE EPFP Mission is aligned with that of EPFP/IEL, i.e.:
To prepare mid-level leaders in public and private organizations for greater responsibility in creating and implementing sound public policy in education and related fields. Its goal is to enhance the capabilities of these leaders in leadership, policy, and networking.
The NE Site provides a multi-state perspective on policy development, implementation, enforcement, and problem resolution. Participants work on cross-state as well as in-state topic focused teams that have assigned projects with defined deliverables that are presented at the seminars. Fellows attend five 12-hour off-site seminars, as well as the Leadership Forum and Washington Policy Seminar. The schedule of activities for 2007-2008 is as follows:
- August: Program orientation (information by mail). Pre-program leadership evaluation - multiple assessments completed and sent to CSSR for scoring.
- September: History of Education; Issues in Education (economic, social, and civic impact); and Funding in Education
- October: Leadership - The Basics; and Leadership in Education (leadership in context)
- November: No formal meeting. However, cross-state teams assigned topics in leadership each will be required to post a “white paper” on their leadership topic at least two weeks prior to the Leadership Forum
- December: Leadership Forum (follow-up: required debrief evaluation posted online by cross-state teams - protocol provided)
- January: Best Practices in Education; How Educators are Educated; and Organizations
Devoted to Improving Education
Cross-state team presentations (aligned with main session topic) - March: National Policy Overview and Initiatives - NCLB; and Policy Initiatives
in NE - What’s Working and What’s Not?

William R. Bryan is the lead Coordinator for the NE EPFP site and is responsible for providing strategic planning and client development activities for CSSR. In addition, he is in charge of talent research projects, product development, and provides organization/school development consulting services, to include delivery of the Breaking Ranks II and Breaking Ranks in the Middle programs. Bill is a graduate of Dartmouth College and received a Ph.D. in clinical psychology from George Washington University. He has held a number of positions in his career to include Captain in the U.S. Army, Director of Counseling at Bryant University, Adjunct Professor at American University, Providence College, and the University of Rhode Island where he was a member of the Advisory Board of the Executive MBA Program, and taught in the MBA and Labor Studies Programs. For 23 years he headed Bryan Associates, Inc. a management consulting firm that was international in scope and provided organization, management, and executive development services to large private and public sector organizations. He is an expert in competency research and applications and project and change management. He is a member of the American Psychological Association, The Academy of Management, and the Society for the Study of Peace, Conflict, and Violence.

As President of the Center for Secondary School Redesign, Joe DiMartino has contributed to the improvement of education for thousands of secondary school students--especially poor and minority students--throughout the United States. He tirelessly pursues opportunities to provide assistance to schools and school leaders who are in the process of improving education for all of their students. Until recently, he directed the secondary school redesign initiative at Brown University, where for nearly a decade, he has used the concepts in Breaking Ranks™ to further the personalization of education by developing and delivering workshops and technical assistance to schools. As co-chair of the National Association of Secondary School Principals, he was a major architect of the design and creation of Breaking Ranks II™, which incorporated much of what had been learned through his earlier work using Breaking Ranks™. He was influential in supporting state level policy implementation and in regional school accreditation processes to ensure personalized learning combined with a rigorous curriculum is the focus of high school improvement. For three years he served as the chair of the National High School Alliance, which brings 43 national organizations together to spotlight high school improvement and strong programs for high-school-age youth throughout the country. During his tenure as chair the Alliance published A Call to Action: Transforming High School for All Youth. Mr. DiMartino and his team have also worked with NASSP to develop Breaking Ranks in the Middle™ to focus on curriculum, instruction and assessment, collaborative leadership, and personalization as the core areas of education for young adolescents. Joe collaborated with ASCD in the development of the video series, High Schools at Work: Creating Student-Centered High Schools, and wrote the facilitator’s guide that accompanies the videos in the series. Mr. DiMartino was awarded the National Association of Secondary School Principals Distinguished Service Award in 2006.

Jason Midwood is the Director of Communications for The Center for Secondary School Redesign. He is responsible for client marketing and communications, and for the design and presentation of high school and middle school showcases. He also is responsible for the design, development, and implementation of CSSR training institutes that are offered several times a year across the country. Jay has been involved in client projects where capturing the voice of the student has been a key component. Jay has managerial experience to include being the general manager of a large sports complex where he was in charge of day-to-day operations and event marketing and management. He is a cum laude graduate of Rhode Island College where he received a B.A. in secondary education (history). He also received an Executive Development Certificate in business management from Bryant University.
