Through the support and coordination of The Education Policy and Leadership Center, Pennsylvania’s EPFP™ is in its sixth year of operation. The class of 29 Fellows began a series of eight one-day seminars in September 2004 and will complete the program with a recognition ceremony for them and their sponsors in June 2005. The focus of the in-state program has been on developing a broadened understanding of the complex policymaking process and the various components of the education system from early childhood to postsecondary education. The Fellows participate in dialogue with key decisionmakers, influencers and practitioners in areas such as the legislative process, effective lobbying strategies, the "State of the Child" in Pennsylvania, school governance and finance, K-12 partnerships, applying Baldrige Quality Principles to education, the forces of change in higher education, and new approaches to K-12 education. In addition to the dialogue with invited guests, the Fellows develop their own vision for children and education in Pennsylvania and determine strategies for carrying that vision into the policymaking process. They also spend a day at the U.S. Army War College in Carlisle, PA, where instructors from the U.S. Army Department of Command, Leadership, and Management share some of the strategic leadership concepts taught to the military and government leaders at the War College. This year's EPFP™ class is rich in their own level of learning and experience, and opportunities for sharing their expertise with each other have been built into the program. They include university faculty and administrators, K-12 school district and private school administrators, state legislative staff, policy analysts, and state agency staff.
